Downtown Overtime Parking Fines and Fees
The City’s parking fine schedule allows first time violators of downtown Plymouth’s overtime parking limits to receive a warning instead of an automatic $15 ticket.

Overtime Parking Graduated Ticket Fees
First overtime ticket is free with each subsequent overtime ticket increasing in value based upon a 12-month period from the date of issue of the first ticket.
o First offense: Free
o Second offense: $25
o Third Offense: $50
o Fourth Offense: $75
o Fifth and subsequent tickets: $75

Early Pay: Pay within 48 hours of any parking citation and receive a $15 reduction in the fine.
Late Fee: After 14 days all citations are an additional $10.  Early Pay and Late fees are non-negotiable.

Cash Payments are accepted in person at City Hall or electronic payments can be made here Electronic ON LINE payments.

One year from the date violators receive their free ticket, the fine schedule will be reset and will be eligible again for another free ticket, with their second ticket $25, third $50, etc.

Overnight On-Street Parking
Ordinance Section 70-93
This ordinance states that there shall be no parking on any public roadway, public street, road, road shoulder, court, or alley within the city between the hours of 3:00 a.m. and 6:00 a.m., with the exception of Sundays and holidays. On Street Permit Information

An application can be filled out and submitted for review
Permits are available for the charge of $25 and are valid from July 1 through June 30.
If approved, the permit must be properly attached to the bottom left side of the rear bumper. Permit does not allow for parking in undesignated areas.

Allowances to Parking on Street
If it is necessary to have overnight parking at your residence for guests, construction or another reason, temporary permission can be granted by entering your information on the City's Overnight Parking System.  BE ADVISED that this is temporary and cannot circumvent the application process. More information can be found here: Overnite On-Street Parking Ordinance information. This list is monitored and those found abusing the list will be ticketed. Parking Times
2 hour parking locations:
o All striped spaces on streets
3 hour parking lots:
o Ground level of the Central Parking Deck
o Penniman Parking Lot
8 hour parking lots:
o Upper level of the Central Parking Deck
o Parking lot at northeast corner of Wing & Harvey St.
o Covered Gathering Pavilion and East Central (Library) parking lot
o Ann Arbor Trail and Deer St (Former Saxton's Garden Center lot)

Permits are available for parking in the lower level of the Downtown Central Lot for unrestricted parking. Please visit Parking Permit Downtown Deck for permit information and the application.

Parking Downtown
Street parking downtown is limited to two hours, while the lower level of the parking deck offers three hour parking, as does the lot off Penniman Avenue.

An eight hour parking area is available in the lots behind the Library and Penn Theater, at the northeast corner of Harvey and Wing, at the southeast corner of Ann Arbor Trail and Deer St, as well as the upper level of the downtown parking deck.

Drivers who park in private lots will not be ticketed by the city, but could be towed by the owner of the private lot if they are in violation of posted rules.

Handicap parking is available in all lots.  The same time limits apply to handicap parking spaces unless the Disability Plate or Placard bears a State of Michigan Yellow Free-Parking Sticker. 

Administrative Dismissal
If you feel that a parking ticket has been issued in error an appeal for an administrative dismissal is possible. The Parking Ticket Dismissal Form must be completed in full and it will be reviewed by the Chief of Police.
